Overview
Part 8 of the Disclosure Project briefing document contains three witness testimonies from October and August 2000:
1. John Maynard (DIA, retired) — Military intelligence analyst with 21 years experience who witnessed UFO-related electronic communications, classified documents, and satellite anomalies during his career at the Defense Intelligence Agency.
2. Harland Bentley — Former radar operator at a Nike Ajax Missile Facility in Maryland who personally witnessed a disc-shaped object crash and take off again, later observed 12-15 UFOs hovering then departing at calculated speeds of 17,000 mph, and overheard astronauts discussing collision avoidance with a "bogey" spacecraft.
3. Dr. Robert Wood (McDonnell Douglas) — Senior aerospace engineer who worked on classified projects studying UFO propulsion systems.
John Maynard Testimony Summary
John Maynard served as a military intelligence analyst for the Defense Intelligence Agency, starting in the Army Security Agency and ending his 21-year career at DIA. His testimony covers:
Early UFO Exposure (Early 1960s)
- While analyzing electronic communications from Chinese sources in Okinawa, Maynard detected anomalies that "didn't belong with the normal traffic" — signals that were not Earthbound.
- Despite questioning superiors about these non-Earth signals, he was pushed aside and eventually removed from his position after pursuing the matter to its source.
European UFO Research (Mid-1960s)
- While stationed in Europe, Maynard conducted preliminary investigations into UFO sightings for counterintelligence personnel.
- He received detailed reports including drawings of vehicles, landing information, and accounts of extraterrestrial beings.
- Reports were forwarded to the CIA, DIA, Air Force OSI (Office of Special Intelligence), though their use remained classified.
Turkey Incident (Mid-1970s)
- While working for NATO Land Southeast Headquarters in Turkey (mid-to-late 1970s), Maynard obtained confirmation from a Turkish military general that UFO activity occurred in a specific area.
- The general offered to take him there personally: "Oh yeah, it's a great area if you want to see UFOs."
Pentagon and DIA Classified Documents (Late 1970s)
- While at the Pentagon attempting to obtain files from Colonel Corso, Maynard was told: "You have no idea at all what we're about, do you?" Corso added that someday technology would be revealed as having been "totally back engineered."
DIA Requirements and Evaluations Division (Post-1980)
After retiring in 1980, Maynard worked for the DIA's Requirements and Evaluations division where he:Observed Classified UFO Evidence:
- Saw top secret documents with code-worded references to extraterrestrials.
- Witnessed photographs from the National Intelligence Photographic Center (NIPC) on Hayes Street in Arlington showing anomalies — round objects, triangular craft, and oblong shapes that were not markings or terrain features.
- These images came primarily from Talent Keyhole satellites (TK11, TK12), with some tracking movement across multiple frames.
Satellite Anomalies:
- While reviewing Omni Project radar satellite data in his security area, Maynard noticed half of the satellites were pointed toward outer space and the moon rather than Earth.
- When he questioned a sergeant about this, he was told: "You got to have a need to know to know about that."
Black Covert Operations:
Maynard observed how intelligence compartmentalization worked:
- Three official classification levels exist (Confidential/Secret/Top Secret), but additional compartments like Umbra and Ultra operate above these.
- Each program operates as an "island unto itself" with strict access controls — personnel without specific clearance stamps could not enter offices.
Corporate Involvement:
Maynard identified several corporations involved in intelligence work:
- Atlantic Research Corporation (low-profile, primarily military/Intelligence contracts)
- TRW, Johnson Controls, Honeywell
- Bobby Inman's oversight group (SAIC) in California
- Ames Laboratories and Fort Detrick
- Harry Diamond Laboratories
Weapons Development:
Maynard confirmed that weapons development for space had been ongoing since the late 1960s under Nixon's administration:
- The project aimed to produce space-based weapons.
- Paranoia existed at government levels about asteroids impacting Earth and UFO activity.
- Britain, the United States, Canada, and later Australia were major participants in these secrets.
Media and Disclosure Issues
Maynard observed that mainstream media coverage of UFO sightings was one-sided and short-lived. He attributed this to:
- Beltway bandit corporations protecting their interests
- The government's historical pattern of covering up rather than admitting extraterrestrial activity (citing the Roswell incident as a turning point)
Assessment of Government Knowledge
Maynard concluded that while President Carter had limited knowledge, the National Security Advisor and certain Pentagon officials possessed more information. He believed the President himself had only "limited knowledge" about these matters.
Harland Bentley Testimony Summary
Harland Bentley worked at a Nike Ajax Missile Facility in Olney, Maryland (north of Washington D.C.) as a radar operator from 1957-1959. His testimony covers three incidents:
UFO Crash and Takeoff (May 1958)
At approximately 6:00 AM, Bentley heard a pulsating transformer-like sound. Looking across the field, he witnessed:- A disc-shaped object heading toward the ground
- The object crashing and breaking apart into multiple pieces
- One piece glowing white hot, described as "probably the size of a washing machine"
- After the crash, the largest piece took off again in flight
- The departing craft sheared through trees like "a knife or machete," cutting 3-4 inch limbs cleanly
Gaithersburg UFO Formation (Following Evening)
At approximately 10:00-11:00 PM on duty, Bentley received a call from the Gaithersburg facility reporting:- 12 to 15 UFOs hovering 50-100 feet off the ground
- A pulsating sound audible through his radio
- Radar confirmation showing blips near the ground clutter where Gaithersburg sits
- All vehicles took off simultaneously in one radar sweep
- Calculated velocity: 17,000 miles per hour (based on analog computer analysis of the M-33 sweep radar at 33⅓ RPM)
Apollo Mission UFO Encounter (Pre-Lunar Landing)
Bentley was at a classified listening post in California when he overheard:- Houston Control and astronauts discussing collision avoidance with a "bogey" spacecraft approaching at 11:00 hours
- Astronauts requesting permission to perform avoidance maneuvers, which Houston eventually granted
- Later communication that the bogey was now paralleling their course
- Astronauts observing movement through portals on the craft
- The bogey departed from its capsule and flew away after approximately a few thousand miles
- Bentley described it as "a saucer shaped craft"
Dr. Robert Wood Testimony Summary
Dr. Robert Wood served as a senior aerospace engineer at McDonnell Douglas for 43 years, working on classified projects including:
- Direct study of UFO propulsion systems
- Other aerospace industry projects related to the subject
Wood confirmed that this work was highly secretive and involved back-engineering concepts.
Key Themes Across Testimonies
1. Long Historical Timeline: UFO activity predates modern government programs, with Maynard's observations dating to the early 1960s and Bentley's to the late 1950s.
2. Government Compartmentalization: Multiple layers of secrecy (official classifications plus covert compartments) designed to isolate knowledge within specific intelligence circles.
3. Corporate-Military-Intelligence Nexus: Private corporations serve as contractors for highly classified government programs, creating a beltway network that protects its interests.
4. Weapons Development: Space-based weapons and directed energy systems have been under development since at least the late 1960s.
5. Direct Physical Evidence: Bentley's testimony provides first-hand accounts of physical UFO crashes and high-velocity departures, while Maynard observed photographic evidence from intelligence satellites.
