Overview
Special Access Programs (SAP) are formal policies allowing the U.S. government to restrict and safeguard highly-sensitive classified information to only those with demonstrated "need to know." While SAP terminology is primarily used within DoD, similar systems exist across intelligence agencies.
Three Protection Levels

| Acknowledged | Program existence admitted; oversight by appropriate Congressional committees; appear in budget documents under unclassified codewords (e.g., PILOT FISH, RETRACT LARCH) |
| Unacknowledged (USAP) | Existence can be denied to anyone not "read-in"; Congressional oversight maintained for appropriate committee members |
| Waived-Unacknowledged (Waived-USAP) | Exempted from most oversight and reporting requirements by Secretary of Defense or President; only "Gang of Eight" briefed |
Control Systems for SCI Information
Five known control systems govern Sensitive Compartmented Information:
- Special Intelligence (S.I.): Communications intelligence and intercepts
- TALENT KEYHOLE (T.K.): Space-based imagery, signals, and measurement/signature intelligence
- KLONDIKE (KDK): Geospatial intelligence
- HUMINT Control System (HCS): Intelligence from human sources; includes HSC-O (operation) and HSC-P (product) compartments
- RESERVE (RSV): National Reconnaissance Office program
Dissemination Controls

Key Facts
- 75-80% of all SAPs are Acquisition SAPs (research, development, testing, procurement)
- DoD codenames follow NICKA policy: two-word structure with first word identifying component agency
- "BIGOT" lists maintain personnel approved for specific SAP access; term originates from WWII codeword TO GIB reversed to BIGOT
