- Pulsed Microwave Audiograms: Discovered in 1973, this technique produces externally-induced auditory input through pulsed microwave exposure. The effect is a "schizophrenic" sensation of hearing voices that are not part of the recipient's own thought processes.

Congressional Oversight Failures
Executive Orders and implementing regulations prohibit military and CIA domestic covert intelligence operations involving experiments on involuntary human subjects. However:
- Neither Congress nor the courts appear willing to look closely into "black" intelligence and weapons procurement programs.

- Oil contamination: Two individuals found their oil contaminated immediately after having it changed by reputable mechanics. One experienced viscosification (thickening) while driving through a remote rural area.
- Exploding lightbulbs: Burglars replaced installed bulbs with "exploding" bulbs, many marked "Made in Hungary." The bulbs are now in the ESP's possession.
- Crack cocaine framing: One burglar stole correspondence and left crack cocaine as a calling card. A police officer subsequently framed the victim (who had no criminal record) with drug possession charges; evidence was found 8 feet away from the squad car, smudged with the officer's fingerprints.
- Staged accidents: Multiple individuals reported deliberately attempted collisions, tailgating at high speeds with gun threats, and one case involving a mother driving off a cliff after her car underwent routine maintenance during research into A-bomb secrets passed to the Soviet Union during WWII.
Legal Framework Gaps
Neither federal nor state legislation specifically addresses directed-energy weapon harassment. The National Security Agency (NSA) and Department of Energy (DoE) conduct extensive publicly-available research on microwave bioeffects, yet no legal framework exists for civilian protection against these technologies when employed by government contractors or agencies.
