National Academies Assessment of Anomalous Health Incidents (2024)

Created: Wed May 13Updated: Wed May 13

Overview

The National Academies of Sciences, Engineering, and Medicine conducted a comprehensive assessment of Anomalous Health Incidents (AHIs) following the 2016 Havana Syndrome outbreak. This assessment represents one of the most rigorous scientific evaluations of the phenomenon to date.

Key Findings

Plausible Mechanism Identified

The National Academies concluded that directed pulsed radio frequency energy is the most plausible mechanism explaining the acute, directional, and location-specific early phase signs reported by Department of State employees. This finding directly contradicts earlier intelligence community assessments that dismissed foreign adversary involvement.

Symptoms Consistent with RF Exposure

Many chronic nonspecific symptoms documented in AHI victims align with known radio frequency effects:
  • Dizziness
  • Headache
  • Fatigue
  • Nausea
  • Anxiety
  • Cognitive deficits
  • Memory loss

Context and Impact

This assessment was commissioned by the State Department after multiple intelligence community evaluations failed to reach a conclusive determination. The National Academies' findings provided scientific validation for victims who had been dismissed as experiencing mass hysteria or psychosomatic symptoms.

The report's conclusions have significant implications for:

  • Victim care and treatment protocols

  • Intelligence community investigation priorities

  • Congressional oversight of AHI-related programs

  • Policy responses to potential foreign adversary targeting
