Jonathan Moreno proposes 'neurosecurity' as a new concept of security addressing the threats and challenges that come with greater knowledge of the brain and neuro S/T.

Definition

"Both to the ways that science and technology targeted at the brain and nervous system should be managed for the public good, and the means that democratic states must develop to protect themselves from their adversaries."

Core Components

1. Management for public good — Ensuring neuroscience advances benefit society broadly
2. State protection — Democratic states developing means to shield against adversary exploitation of neuro S/T
3. Neuroecology shaping — Societies potentially shaping the environment to reduce opportunities for nefarious manipulation
4. Cognitive force shielding — Protecting soldiers' and political leaders' minds from remote influencing attempts

Ethical Considerations

Key questions include:

  • Should soldiers be forced to take cognitive enhancement drugs?

  • Under what circumstances is it permissible to invade the privacy of others' mental states?

  • How to address concerns about domestic/law enforcement use?

  • Questions of forced enhancement and treatment
