Overview
Directed Energy (DE) weapons are electromagnetic or scalar wave-based technologies capable of remotely monitoring and manipulating human biology. This page documents the capabilities reported by Targeted Individuals (TIs) who have been subjected to DE attacks, as described in Sami Dia's 2025 book Targeting Civilians with Directed Energy.
Core Technology Types
Electromagnetic (EM) Waves
Conventional EM waves used for radio towers, cell towers, Wi-Fi, Bluetooth, and radar can interact with human biology when focused as directed energy. Key documented capabilities include:- Microwave Auditory Effect — Pulsing EM waves directly at specific brain areas can make targets perceive desired speech (Dr. Sharp & Grove's 1974 Walter Reed Army Institute of Research findings)
- Voice-to-Skull Technology — DE weapons capable of remotely inducing biological effects by targeting the human brain and nervous system
- Cell Tower Integration — U.S. intelligence agencies allegedly using cell towers to implement mass mind control, with EM weapons able to manipulate thoughts, emotions, behavior, and cause diseases including cancer (Dr. Rauni-Leena Luukanen-Kilde)
Scalar Waves
A potentially more advanced form of directed energy that may explain the technology's ability to penetrate shielding and maintain global tracking:- Propagating Energy — The moving version of scalars that Dr. Eldon Byrd experimented with
- Shielding Penetration — Capable of reaching targets submerged more than 8 feet underwater or buried as deep as 960 meters (3,150 feet) of overburden with no successful shielding documented
- Global Tracking — Weapons remain locked onto targets anywhere in the world with no known method for detachment once targeting is established
Five Categories of DE Effects on TIs
| Category | Description |
|----------|-------------|
| Remote Monitoring | Continuous neural surveillance without physical presence at target location |
| Cognitive Dysfunction | Impairment of thinking, memory, and decision-making abilities that hinders the target's ability to influence others |
| Artificial Sensory Experiences | Induced hallucinations, false perceptions, or altered reality experiences |
| Psychological & Physiological State Manipulation | Forced induction of specific emotional or bodily states without consent |
| Physical Torture | Non-consensual infliction of pain and suffering through neurological disruption |
Remote Neural Monitoring (RNM)
TIs report being subjected to continuous surveillance of their neural activity, enabling operators to:
1. Track Real-Time Information — Monitor target's thoughts, emotions, and environmental context
2. Time Attack Induction — Synchronize DE effects with specific stimuli (visual/auditory events or internal states like thoughts/emotions)
3. Create Deceptive Cause-and-Effect — Mask the true source of symptoms by attributing DE effects to environmental triggers
Historical Research Foundation
Dr. Sharp & Grove's 1974 Findings
Researchers at Walter Reed Army Institute of Research demonstrated that appropriate modulation of microwave energy could result in direct "wireless" and "receiverless" communication of speech. Published by neuropsychologist Don Justesen in 1975, this research established the foundation for voice-to-skull technology.Dr. McCreight's NeuroStrike Research (2022)
After initial publication attempts failed in 2020, Dr. McCreight successfully published his NeuroStrike article in 2022. His work documented:- DE weapons capable of remotely inducing biological effects
- Real-time monitoring of targets' neural activity
- Synchronization of attacks with environmental stimuli to create deceptive cause-and-effect relationships
Program Containment Strategies by TIs
TIs employ several strategies to navigate the landscape:
1. Documentation — Recording symptoms, dates, and circumstances for evidence
2. Coalition Building — Connecting with TI organizations (e.g., Targeted Justice)
3. Legal Action — Pursuing lawsuits against program operators (though many face dismissal due to "hard evidence" standards)
4. Public Awareness — Publishing research and testimony to expose the program
5. Scientific Validation — Seeking peer-reviewed studies confirming DE biological effects
Legal Framework Context
The book frames TI status as:
- A violation of basic human rights (bodily autonomy, mental privacy, freedom from torture)
- An infringement on personal autonomy through non-consensual neurological manipulation
- A crime against humanity under international law due to systematic targeting with advanced weapons technology
Connection to Havana Syndrome
The book notes that the program's attribution of Havana Syndrome to DE attacks may be motivated by avoiding acknowledgment of malicious applications of DE to the human brain and nervous system. Recognition would constitute a milestone in exposing the technology deployed against civilians.
